What's Happening behind the scenes with 'Community Budgets'

Poplar Harca bid to be one of a handful of community based organisations to pilot the Governments proposed Community Budget strategy. Community Budgets are an integral part of the Department for Communities and Local Government's recent white paper, 'Open Public Services'.  Essentially, its objective is to give more control over local public services and resources to local community based organisations, e.g., Poplar Harca . Clearly such a strategic shift in responsibility for controlling local public services and resources has to be of concern to the local community. At this stage the 'engagement' of the Kaizen Partnership to survey the local community on Poplar Neighbourhood Community Budget (PNCB) has not made clear what the implications are regarding a shift in responsibility for the delivery of local public services and resources.

Our view is that there has been little transparency in revealing who bid for the Community Budget pilot, and exactly what the transition in control will involve.
