Who's behind Poplarblog (Poplar Resident's Blog)?

The site says, 'Note that this blog has No Association or does not represent views of Any Housing Association or council (i.e Poplar Harca or LBTH)' . This strikes as odd as the vast majority of blogs are either posted by Poplar Harca or in some way associated with them.

Also slightly worrying is the number of 'pending' posts to the site - this is from their dashboard:

Mine (1) | All (4,503) | Published (198) | Drafts (21) | Pending (4,284) | Trash (9) 

If Poplar Harca has, as they say, no association with the blog, (1) who created it? and (2) who moderates it?
